State of Play
- In 2023, the Citizen Energy Cooperative “Les Brasseurs d’Energie” initiated the first citizen energy project in the Strasbourg Eurometropolis: the Louvois project. They installed 165m² of photovoltaic panels in the school of the Louvois public primary school
- In February 2024, the power plant officially started to generate electricity
- For now, the electricity produced is fully and directly going to the grid, without being locally consumed.

- Key places in the neighbourhood: a shopping centre, a media library and the administrative centre of the Strasbourg Eurometropolis
- Several blocks of housing units and students’ buildings
Objectives
- Find local consumers to include in a collective self-consumption operation using the electricity generated by the Louvois solar panels
- Efficiently manage financial and energy flows between all the participants
- Create social connection
- Create long-term impact to boost renewable energies production, enable investments based on social and ecological values and give the control of energy governance to citizens
Partners

Lead: Strasbourg Eurometropolis
- To grow local energy cooperatives, enabling them to play a significant role in the local energy transition
- To learn from other local clusters on how to consolidate new business cases and create new tools to further replicate citizen energy sharing schemes
Co-lead: The Climate Agency Strasbourg
- Provide expertise on the territory and establish links with citizens
- Develop the collective self-consumption model with “Les brasseurs d’Energie”
- Support Les Brasseurs d’Energie in developing their structure
- Facilitate information exchange between the various participants and stakeholders

- To develop the Louvois project in the production, supply, consumption, aggregation, storage and sale of energy
- To develop synergies between the various players and structures involved in the energy transition in the Strasbourg Eurometropolis area.
